Depends what USB chipset you have. Intel, for ex, has a Chipset Identification Utility and the you can download the appropriate Cipset.inf from Intel. It will not install if it's the wrong one. If you have an OEM PC, check the CD's that came w/ the PC or look for drivers on the PC manufacturer website. If it's a home brew, the motherboard manufacturer should have the drivers. Solution 1: Uninstall the Driver. Follow these steps to uninstall the driver. 1) Open Device Manager. 2) Right-click on USB Mass Storage Device and select Uninstall. 3) If prompted for the continue, click the OK button. If you see Delete the driver software for this device, click the box next to it, then click the OK button. 4) Restart your PC. USB Mass Storage Device is created and listed in Device Manager when you plug in a device that supports it such as a flash drive. When you say deleted I assume you uninstalled it in Device Manager. When you plug in your device Windows will install the driver and it will show up again in Device Manager.

If you have installed all the USB updates and still have the problem, then you are stuck. I don't think Microsoft know how to fix the Vista USB problems.
